A: I would say YES. We had the tiles installed in our bathroom and we did not seal them. If they get wet, you can not dry them completely. After you try to dry them with a towel you can see where they are wet. The water seems to seep into the tile and has to be left to air dry. If a colored liquid were to spill onto the floor, I would imagine that it would seep into the tile and stain it.
A: Yes you should seal it. We used it in our bathroom and we knew water would get on the tile so we thought it was best to seal it. We are glad we did.
